BE
AWARE OF POSSIBLE NEW SEPTIC SYSTEM REQUIREMENTS:
The
Newcastle Community Association would like to inform you about
proposed new septic system regulations.
Placer
County has begun an informational campaign about proposed state
regulations for septic systems. Assembly Bill (AB) 885, signed into
law in September 2000 directs the State Water Resources Control
Board to promulgate a statewide wastewater regulation. A
revised draft of the regulation, waiver and Draft Environmental
Impact Report (DEIR) were released on November 7, 2008, and the
90-day public comment period ends on February 9, 2009.
What
does this mean to you? For starters, if you have an
existing septic system, it must be inspected every 5 years, and pumped
if the solids level is 25% of the tank depth. Cost
to you: $325 and up!
If
you use domestic well water, you must either install a monitoring well
or monitor the well water quality. Sampling must be
done every 5 years. Cost to you: Unknown,
but it won't be cheap!
The
requirements for replacement (repaired) and new septic systems are too
numerous to list here, but suffice it to say that a large sum of money
will be required to comply with them.

More than 150 residents attended a town
hall meeting hosted by Assemblyman
Gaines last week to share their concerns regarding new
potentially costly septic tank compliance fees that are likely to
affect anyone with a septic
system or well. I attended this meeting as a
member of the Newcastle
Community Association (NCA) Board and a concerned
Newcastle resident. The NCA is providing this information to
inform you of the status of the development of the septic/well
requirements so that you have the necessary information to respond
on your own if you desire.
Assemblyman Gaines proposed introducing legislation to
repeal Assembly Bill 885, which would require residents with septic
tanks to pay costly inspection fees but only time will tell
if that proposal comes to fruition.
In the mean time, the State
Water Resources Control Board received so many comments
complaining about the draft septic tank/ well regulations it postponed the final hearing date pending a rewrite to the
regulations and also extended the date to provide comments on the
current draft regulations until February
23, 2009.

the Assembly Committee on Environmental Safety and Toxic Materials
within the next couple of weeks. So far, many of you have

that you make your voice heard and let people know first hand how
costly the current regulations will be for your family or business
and why they should vote to pass my AB 268. Taking a few
